This voluntary tool enables the measurement of upfront carbon emissions from construction materials used in new buildings and partial rebuilds, and comparisons with similar buildings. By providing actionable data, it empowers developers, owners, and investors to make informed decisions that will help us reach climate goals faster.
The tool’s Rules encourage the use of product-specific EPDs and other aligned certifications, instead of the default emission factors from the national emission factors database. This improves the accuracy of material emissions calculations.
EPDs must be developed in accordance with international standards ISO 14025 and either EN 15804 or ISO 21930. All EPDs registered and published by EPD Australasia and EPD International undergo independent verification to ensure compliance with ISO 14025 and EN 15804.

NABERS has traditionally focused on operational rating tools for Energy, Waste and Water. Over 82% of Australia’s national office market has been rated with either a base building or whole building rating using the NABERS Energy Rating tool. The development of the Embodied Carbon rating tool has been shaped through extensive collaboration and consultation with industry since 2021.
