Updated PCR for Construction Products released

The updated Product Category Rules (PCR) for Construction Products, PCR 2019:14 version 2.0.0, has been officially released in the International EPD System. This version replaces PCR 2019:14 version 1.3.4, which will expire on 20 June 2025.

NOTE: All EPDs currently registered with EPD Australasia and EPD International remain valid and are not affected by this update.

A major update to a widely used PCR

PCR 2019:14 is the most used PCR for EPD development in both the EPD Australasia Programme and the International EPD System. This release marks the most significant update since the PCR’s initial publication in 2019, designed to improve quality, consistency, and transparency.

The updated version (2.0.0) is valid until 2030 and follows an extensive revision process, incorporating significant feedback received during the open consultation held in October and November 2024.

Transition, important dates and next steps

All EPDs currently registered with EPD Australasia and EPD International remain valid and are not affected by this update.

Under ECO Platform rules, PCR 2019:14 version 1.3.4 will expire on 20 June 2025. A transition period is now in effect from 7 April to 20 June 2025, during which time both versions (1.3.4 and 2.0.0) will remain valid.

Holders of EPD Process Certifications linked to previous versions of PCR 2019:14 must revise their procedures and seek re-certification from an accredited certification body for all EPDs to be registered and published after 20 June 2025.

Similarly, pre-verified tools for EPD development based on PCR 2019:14 version 1.3.4 must also be updated and verified against the new requirements. We advise organisations to promptly initiate the updates of EPD Process Certifications and pre-verified tools linked to PCR 2019:14 version 1.3.4, as extensions are not possible under ECO Platform rules.
